UCIP recognizes that substance abuse is a problem in society and supports programs to promote and improve a healthy and safe job site for all concerned. UCIP is dedicated to encouraging and supporting the establishment, funding and operation of fair, economical and standardized substance-abuse testing programs that benefit everyone.

Construction Industry Substance Abuse Program (CISAP)
UCIP developed the CISAP to address concerns about substance abuse and repetitive testing. The program provides union contractors and their customers with a “pool” of eligible workers that are substance-tested through a Third-Party Administrator.
With our commitment to a drug-free workplace, CISAP helps our members meet the very highest standards of their customers for the safest workplaces.
CISAP standardized procedures consist of:
• Employee and Supervisor Training;
• Drug Testing (Initial, Annual, Computer-Generated Random, Post-Accident, For-Cause/Reasonable Suspicion,
and Return-to-Work);
• Alcohol Testing (Post-Accident, For-Cause/Reasonable Suspicion);
• Corrective Actions; and
• Counseling/Rehabilitation.
CISAP has been accepted by the following customers:
